United Arab Emirates is one of the best examples for the implementation of the Excellence Programs and Awards.
Let's see the example of the AbuDhabi award for Excellence in Government Performance
This award has been created by the General Secretariat of the Executive Council, and it's mandatory to participate in the award to all the public administration of Abu Dhabi. The award is based in the EFQM Excellence Model and as the EFQM has several recognition level from 3 stars to 5 stars.
Every year all the public administration in Abu Dhabi have to prepare the Submission document to participate in the award. In this document the organizations show in which way they are adhering to the 32 subcriteria of the EFQM Excellence Model, organized in the 9 criteria as follows:
On top of this the Executive Council will obtain as well a scoring on the 32 subcriteria to all the different agencies in Abu Dhabi.
As result Abu Dhabi is having all its agencies running a management model based on EFQM and with a complete scoring of the internal performance and the comparison among different agencies.
From my perspective this is one of the best examples of getting value out of the implementation of an excellence award and is not the only one in Emirates. As well Dubai is having a similar program with a direct involvement of Dubai leaders.

Unfortunately in Europe or in my home country Spain the governments are not making any use of the EFQM excellence model another prove that a prophet is not recognized in his own land.
